Reliability guarantee framework for the Sichuan–Tibet Railway

摘要: The Sichuan–Tibet Railway is facing extraordinary challenges in terms of construction, operation, and maintenance because of its extremely complicated natural environment and geological conditions. Consequently, countermeasures are necessary and urgent to ensure its safety and reliability in the whole life cycle. This study proposes a novel reliability framework to guarantee the ideal operation state of the Sichuan–Tibet Railway. Reliability application in many fields are summarized, including military equipment, rail locomotive, and railway engineering. Given the fact that the Sichuan–Tibet Railway is a complex giant system, Nine-Connotation was summarized (i.e., safety, inherent reliability, testability, maintainability, supportability, environmental adaptability, predictability, resilience, and durability) under the goal of optimizing the operational efficiency. On the basis of the concept of the Nine-Connotation and the understanding of reliability transmission mechanism, the framework of reliability for the Sichuan–Tibet Railway was established, which can facilitate a comprehensive and real-time evaluation of all situations with a clear hierarchy. The proposed framework is composed of a resilience management system, an integrated technology system, and a dynamic reliability assessment system. The pathway for its application on railway construction was developed in this study. The proposed framework can assist in well-informed decisions for the construction, as well as the operation of the Sichuan–Tibet Railway. On the basis of a top–down design concept for the first time, this study emphasizes the railway’s availability and validity to complete the assigned tasks as a whole, that is, operational efficiency. It also shows the reliability transmission and control mechanism of the railway’s giant complex system, innovating and establishing the management principle of great safety and great reliability over the life cycle.

Development of an integrated structural health monitoring system for bridge structures in operational

摘要: This paper presents an overview of development of an integrated structural health monitoring system. The integrated system includes vibration and guided-wave based structural health monitoring. It integrates the real-time heterogeneous sensor data acquiring system, data analysis and interpretation, physical-based numerical simulation of complex structural system under operational conditions and structural evaluation. The study is mainly focused on developing: integrated sensor technology, integrated structural damage identification with operational loads monitoring, and integrated structural evaluation with results from system identification. Numerical simulation and its implementation in laboratory show that the system is effective and reliable to detect local damage and global conditions of bridge structures.

Frontier of continuous structural health monitoring system for short & medium span bridges and condition

摘要: It is becoming an important social problem to make maintenance and rehabilitation of existing short and medium span(10-20 m) bridges because there are a huge amount of short and medium span bridges in service in the world. The kernel of such bridge management is to develop a method of safety(condition) assessment on items which include remaining life and load carrying capacity. Bridge health monitoring using information technology and sensors is capable of providing more accurate knowledge of bridge performance than traditional strategies. The aim of this paper is to introduce a state-of-the-art on not only a rational bridge health monitoring system incorporating with the information and communication technologies for lifetime management of existing short and medium span bridges but also a continuous data collecting system designed for bridge health monitoring of mainly short and medium span bridges. In this paper, although there are some useful monitoring methods for short and medium span bridges based on the qualitative or quantitative information, mainly two advanced structural health monitoring systems are described to review and analyse the potential of utilizing the long term health monitoring in safety assessment and management issues for short and medium span bridge. The first is a special designed mobile loading device(vehicle) for short and medium span road bridges to assess the structural safety(performance) and derive optimal strategies for maintenance using reliability based method. The second is a long term health monitoring method by using the public buses as part of a public transit system (called bus monitoring system) to be applied mainly to short and medium span bridges, along with safety indices, namely, “characteristic deflection” which is relatively free from the influence of dynamic disturbances due to such factors as the roughness of the road surface, and a structural anomaly parameter.

Integration of current identity-based district-varied health insurance schemes in China: implications

With China’s great efforts to improve public health insurance, clear progress has been achieved toward the ambitious full health insurance coverage strategy for all. The current health insurance schemes in China fall into three categories: urban employee basic health insurance scheme, urban resident scheme, and new rural cooperative medical system. Despite their phasic success, these substantially identity-based, district-varied health insurance schemes have separate operation mechanisms, various administrative institutions, and consequently poor connections. On the other hand, the establishment and implementation of various health insurance schemes provide the preconditioning of more sophisticated social health insurance schemes, the increase in the income of urban and rural people, and the great importance attached by the government. Moreover, the reform of the “Hukou” (household register) system provides economical, official, and institutional bases. Therefore, the establishment of an urban-rural integrated, citizen-based, and nationwide-universal health insurance scheme by the government is critically important to attain equality and national connection. Accordingly, the differences between urban and rural areas should be minimized. In addition, the current schemes, administrative institutions, and networks should be integrated and interconnected. Moreover, more expenditure on health insurance might be essential for the integration despite the settings of global financial crisis. Regardless of the possible challenges in implementation, the proposed new scheme is promising and may be applied in the near future for the benefit of the Chinese people and global health.

依托泰州大桥工程概略论述了特大悬索桥梁结构的健康监测系统设计。泰州大桥结构健康监测系统由传感器子系统、数据采集与传输子系统、数据处理与控制子系统3个子系统构成。其中,泰州大桥数据采集与传输系统将传统的有线采集模式和新型的无线采集模式进行了融合,是国内外首次大规模应用。

针对传统数据报表方案数据分析灵活性低或数据错误率高等弊端,文章转化问题为多模板报表模式,提出了一种基于报表定义语言的报表设计方案。工程应用结果表明,该方案具有灵活性高、一体化程度高和可操作性强的优点,因而能够有效地对桥梁结构安全监测系统数据进行分析。

CAR T cells redirected against tumor-specific antigen glycoforms: can low-sugar antigens guarantee a

摘要: Immune-based therapies have experienced a pronounced breakthrough in the past decades as they acquired multiple US Food and Drug Administration (FDA) approvals for various indications. To date, six chimeric antigen receptor T cell (CAR-T) therapies have been permitted for the treatment of certain patients with relapsed/refractory hematologic malignancies. However, several clinical trials of solid tumor CAR-T therapies were prematurely terminated, or they reported life-threatening treatment-related damages to healthy tissues. The simultaneous expression of target antigens by healthy organs and tumor cells is partly responsible for such toxicities. Alongside targeting tumor-specific antigens, targeting the aberrantly glycosylated glycoforms of tumor-associated antigens can also minimize the off-tumor effects of CAR-T therapies. Tn, T, and sialyl-Tn antigens have been reported to be involved in tumor progression and metastasis, and their expression results from the dysregulation of a series of glycosyltransferases and the endoplasmic reticulum protein chaperone, Cosmc. Moreover, these glycoforms have been associated with various types of cancers, including prostate, breast, colon, gastric, and lung cancers. Here, we discuss how underglycosylated antigens emerge and then detail the latest advances in the development of CAR-T-based immunotherapies that target some of such antigens.

水下隧道衬砌结构服役安全及其保障对策思考

本文从设计施工、环境侵蚀、突发自然灾害及突发事故灾害四个方面,分析了我国隧道衬砌结构安全所面临的问题;对上海地区黄浦江越江隧道和地下交通隧道等水下隧道工程进行了调查,重点分析了我国在役水下隧道衬砌结构服役的现状。并基于此,为有效保障隧道结构全寿命周期过程中的安全服役性能,及预留隧道结构长寿命有效条件,从隧道建设、结构性能退化、自然灾害、突发事故灾害等方面入手,探寻我国水下隧道结构的长寿命安全保障对策,以确保在隧道的全寿命周期内乃至长寿命要求下结构的安全服役性能。研究成果可为保障我国水下隧道等重大隧道结构的长寿命安全提供参考。

Biomedical sensor technologies on the platform of mobile phones

Biomedical sensors have been widely used in various areas of biomedical practices, which play an important role in disease detection, diagnosis, monitoring, treatment, health management, and so on. However, most of them and their related platforms are generally not easily accessible or just too expensive or complicated to be kept at home. As an alternative, new technologies enabled from the mobile phones are gradually changing such situations. As can be freely available to almost everyone, mobile phone offers a unique way to improve the conventional medical care through combining with various biomedical sensors. Moreover, the established systems will be both convenient and low cost. In this paper, we present an overview on the state-of-art biomedical sensors, giving a brief introduction of the fundamental principles and showing several new examples or concepts in the area. The focus was particularly put on interpreting the technical strategies to innovate the biomedical sensor technologies based on the platform of mobile phones. Some challenging issues, including feasibility, usability, security, and effectiveness, were discussed. With the help of electrical and mechanical technologies, it is expected that a full combination between the biomedical sensors and mobile phones will bring a bright future for the coming pervasive medical care.

“平疫结合”的突发公共卫生事件医疗物资储备体系建设研究

构建“平疫结合”的突发公共卫生事件医疗物资储备体系,是提高突发公共卫生事件医疗物资保障能力、完善突发公共卫生事件应急管理体系建设的重要方面。本文总结了我国突发公共卫生事件医疗物资储备体系的发展现状,从制度建设、保障能力、协调机制3个层面剖析了我国医疗物资储备体系存在的问题;阐述了构建“平疫结合”的医疗物资储备体系的必要性与紧迫性,从基本内涵、基本框架、运行机制3个方面提出了“平疫结合”的医疗物资储备体系构建方案。研究建议,完善医疗物资储备制度,优化医疗物资储备体系,健全医疗物资储备体系运行机制,建立医疗物资储备信息共享平台,尽快形成“平疫结合”的突发公共卫生事件医疗物资储备体系。

大健康背景下我国公共卫生人才培养的政策研究

在全球卫生状况不断变化、“健康中国”上升为国家战略的背景下,我国现有公共卫生人才培养在投入、过程和产出阶段均存在不足。本项目从国际视野与国内需求出发,分析研究我国公共卫生人才培养和教育发展的现状及问题,提出构建以院校教育—毕业后教育—继续教育为脉络的具有中国特色的大健康公共卫生人才培养体系,规范本科教育,优化研究生教育,加强继续教育,建立健全公共卫生人才培养的院校准入、专业准入、职业准入标准,切实落实政府在公共卫生教育改革中的完全责任等政策建议。

中国公共卫生应急指挥体系探析

2003 年抗击严重急性呼吸综合征(SARS)之后,我国逐步形成了以“一案三制”为核心的国家应急管理体系。党的十八大以来,随着党和国家更加重视应急管理工作,特别是2018 年应急管理部成立、2020 年新冠肺炎应对取得重大战略成果,我国应急管理事业进入了新的发展阶段。为全面了解我国公共卫生应急指挥体系的演变历程、现状特征和面临的挑战,以期更好完善我国公共卫生应急指挥体系,本文采用文献调研、理论分析和案例对比等多种方法,梳理比较了SARS、甲型H1N1 流感和新型冠状病毒肺炎防控应急指挥体系,总结提出了中国公共卫生应急指挥体系建设的改进对策。结果发现,我国公共卫生应急指挥体系在多次重大突发公共卫生事件的应急实践中发挥了重要作用并不断发展进步,同时我国公共卫生应急指挥体系在领导体制、运行机制等方面也面临着诸多挑战。基于此,本文从完善联防联控机制、加强应急法制建设、强化专家咨询作用、明确央地权责等方面,有针对性地提出了政策建议。
